Search a new Server 1GBit Flat and 32TB HDD or more

Hello, I am looking for a good server to run bigbluebutton on.
There will be max 400 users active at the same time.

I was thinking of these dedicated servers:

Dedi-1:

- CPU: 2x Intel Xeon E5-2690 (or E5-2690v2)
- 64GB 10600R ECC Registered 4x 16GB
- Raid controller Dell PERC H310
- 1Gbit/s up and down
- 2x 1TB SSD


Dedi-2:

- CPU: 2x Intel Xeon E5-2690v4
- 64GB DDR4

- 2x 1TB SSD

Can the Dedi-1 server with the E5-2690 handle this?
If you have a other suggestion please let me know. But the CPU needs to be from the Xeon E5 Family.

Hello, good afternoon. Look, I'm going to be honest, I know that it is not easy, nor is it cheap, but I am willing to learn to be able to create my server.
My idea is to make a server, that people can rent to play minecraft, that is, to create their server. My idea is that through an ftp they can connect to a desktop or something like that and can run their server. I have a pc that I buy to sell, but I couldn't sell it, so I want to use it for this. I know that there are pcs to make a server, but my idea is not to become a super hosting provider for minecraft. I want to go little by little. I know I'm going to have to make improvements, but I don't know how. What I know is that I'm going to need a lot of ram, because the minmecraft servers take up a lot. My idea is to put 32gb or 64gb to start with some clients. Also the storage if I will have to enlarge. Tell me if I'm wrong. one of my new clients needs to buy a new server. He runs a private school online. He runs all courses online. As he said he needs 40 TB monthly bandwidth . According to him , about 15000 students visit his courses every day. All of the course videos have been added to his website. But he does not do live streaming. Atleast a 6c/12t CPU /Intel Xeon etc
Between 64GB & 128GB RAM
1 Gbps unmetered bandwidth
4TB Storeage (either 1x4TG or 2x2TB merged)
Ubuntu 18.04 OS (custom software for clients demands 18.04)

So suggestions welcome, but please no OVH or Hetzner suggestions as I don't use them, had bad experiences with both.
